About Hallandale Beach

The area that is now known as Hallandale Beach was not even settled until the late 1800's, when Henry Morrison Flagler expanded the Florida East Coast Railway to Palm Beach in 1895. Before then, there wasn't much to Hallandale Beach except swamp and a gray, sandy soil called marl. The Seminole Indians would hunt in the area and gather cootie root, which was used to produce starchy dough.

Flagler recruited Luther Halland, son of a Swedish minister and brother-in-law to one of Flagler's agents, to start a Swedish settlement south of the Danish settlement of Dania. With the assistance of an immigrant named Olaf Zetterlund, Halland began promoting the frost-free subtropical climate and
cheap land of Halland (later to be named Hallandale). Halland set up a small trading post in the new community and became its first postmaster.

Settlement was slow, with only a dozen families in town by 1900 - seven Swedish, three English, and two black. The first school was built in 1904 and had only ten students. The first church, Bethlehem Lutheran, was established in 1906. Originally, Hallandale was a farming community, with farmers using the beach only for recreation.

Hallandale officially became a town on May 14, 1927. By that time, there were 1,500 residents, street lights, and electricity in the community. In 1947, Hallandale was reincorporated as a city, and was allowed to annex land to the east. In August of 1999, the city officially changed its name to Hallandale Beach.

Biography
David Samson is a retired Chicago businessman who moved to the Miami area in 1972. He has long been involved in securing better services for northeast Miami-Dade County.

On July 29, 1997 at the first election in the newly formed City of Sunny Isles Beach, David Samson was elected the City's first Mayor. He is having a second career running the City of Sunny Isles Beach.

David Samson is:

Referred to by many as the "Father of Sunny Isles Beach," because of his work on the original charter commission. Able to envision this area as an independent entity from Miami-Dade County.

The City's only mayor since 1997 and was re-elected for a second term without opposition. An active member of Concerned Citizens of N.E. Dade, Israel Bonds, and Temple B'nai Zion. Mr. Samson keeps the door of his office in City Hall open to anyone with a compliment or a criticism. He keeps his finger on the pulse of the city by taking an active role in the day-to-day business of the city and the welfare of its residents. Mayor Samson has delivered many new services as promised to the residents of this city.

Budget Message 2002-2003
In accordance with the Charter of Sunny Isles Beach, I am pleased to submit the Adopted Budget for the fiscal year 2002-2003. It has been another year of significant growth for our city, both with regard to on-going redevelopment and the planning and implementation of major infrastructure and capital improvements necessary to accommodate the vision and goals of the Mayor and City Commission of this city. Hearings on this budget took place September 5, 2002, and September 26, 2002, at 7:30 p.m. in the City Hall Commission Chambers.

The single most significant item in the Adopted Budget is the proposed Capital Improvement Program. The Program, an approximately $33 million dollar, multi-year plan is the first of its kind for the City. It is broken down into two (2) distinct sections; that which will be accomplished over the next three years and that in the subsequent five years. The plan, which includes construction of the new City Hall and Police Station (for which debt service funds have already been put aside), includes beautification, parks, streetscape enhancements, and infrastructure improvements. It encompasses the dream and vision that the founders of this City have been striving to achieve. We can accomplish this and still maintain one of the lowest tax rates in Miami-Dade County. The plan is partitioned into the following categories: (1) park development; (2) streetscape plan; (3) construction and/or property acquisition; (4) public works facility; (5) road resurfacing; and (6) storm water improvements.

With regard to staffing in the operating side of the budget, we are proposing to create the position of Capital Projects Director in order to implement the ambitious Capital Improvement Program. It is necessary to create a Fleet Manager position within the Public Works Department. Due to the steady growth of the operations in the city, particularly the police department, fleet management requires a new approach. Until now, a uniformed sergeant has been overseeing the maintenance of the city's fleet. Although doing a commendable job, we have now outgrown this arrangement and need professional services for a comprehensive fleet management program.

With the Gilbert Samson Oceanfront Park being in operation for approximately two years, we have decided to add lifeguards to that park in addition to those stationed at the Pier Park. The original plan was to move the lifeguards from Pier Park to the Gilbert Samson Oceanfront Park to be more strategically located within the center of our city. However, in an effort to provide the highest level of safety and security for all residents and visitors of our city, the decision was made to add lifeguards and the necessary equipment for them to better service the residents and visitors of our city.

We are planning to upgrade our computer system and add support staff. Databases need to be consolidated and efficient equipment purchased in order to set up one comprehensive system as we plan to move into a new city hall. This will also include upgrades to the city's telephone system.

In order to more effectively meet the demands of the development community, the City has contracted consultants to assist in the final formulation of our land development regulations and for on-going planning and zoning reviews. Once they are completed, we hope to embark on a comprehensive GIS System of having all property information computerized. This assistance is similar to that being provided to other newer incorporated municipalities in South Florida that have taken a comprehensive approach to engineering, planning, and zoning within their jurisdiction.

On the revenue side of the budget, the City has been fortunate. We continue to maintain a high level of success with regard to grants and State funding for a whole variety of projects, from the development of our parks to landscape beautification and traffic and safety improvements. We are evaluating our Building Department fees for the first time in several years and taking a close look at assuring the residents that we are covering our expenses for the review and costs associated with development plans, and not burdening the general taxpayers.

I want to take this opportunity to thank the Mayor and City Commission for all their guidance, support, and help over this past year and during this budget process. It has been a tremendously rewarding experience to be able to brainstorm and discuss ideas that have led to the decision to move forward on a very ambitious, but necessary, Capital improvement Program. I would also like to thank the City Manager's Financial Advisory Committee for all their input and guidance on financial matters throughout the year. A special word of thanks goes to our Finance Director and her staff. I have been able to delegate more of the compilation of this budget document to her good office. I am very pleased with the results and look forward to their continued help and support over this next year, as financial oversight and management become more critical as more projects are undertaken simultaneously.

I look forward to working with all the residents of our city on these numerous projects and facing other issues that will surely arise in the future.

Sunny Isles Beach since the city incorporated in 1997 has seen enormous changes as well as a look back at the historic heyday of "motel row."

Focusing on the phenomenal rise of new multi-million dollar developments, the City Report, notes, " …Such is progress and Sunny Isles Beach is in the thick of it - to the tune of thousands of residential units coming online in the next several years. The city's renaissance translates into billions of dollars invested in a strip of beachfront only 2.5 miles long and three blocks wide."

'Impressive Developers'
The City Report also includes a "who's who" list of prestigious developers recognizing the potential and allure of Sunny Isles Beach. Early pioneer J. Milton & Associates developed Sands Pointe and Pinnacle. J. Milton & Associates is now involved with bringing "Sayan," an Indonesian themed condominium to 162nd Street and Collins Avenue, as well as the "King David" condominium slated for the northeast corner of 175th Terrace and Atlantic Boulevard.

Intracoastal Yacht Club, a luxurious J. Milton & Associates rental community is enhancing the city's choice of residential properties along with other rental communities in Sunny Isles Beach including OceanView Apartment Homes and Porto Bellagio.

The dynamic father/son team, Gil and Michael Dezer, are also recognized in the City Report for being among the first to redevelop old, rundown motels into new millennium oceanfront towers.

Now partnering with Donald J. Trump in Trump Grande Ocean Resort and Residences, the Dezers' success was emulated by The Related Group of Florida, developers of Ocean One, Two and Three; and yet another famous Trump family: The Trumps of Williams Island, bringing the virtually complete Acqualina to 178th Street and Collins.

The hotel component of the Dezers' joint venture with Donald Trump is being managed by Sonesta; and the boutique hotel that will complement Acqualina will be managed by award-winning Rosewood Hotels & Resorts.

Renowned Turnberry Associates has also landed on Sunny Isles Beach, already ensuring the success of Oceania Island, and now teaming up with Cabi Developers to build Turnberry Ocean Colony, coming to the south end of the city.

With prices soaring into the millions for many of the new condominiums on the east side of Collins, La Perla by Cornerstone Premier Communities, is offering "an inviting retreat to luxury" directly on the ocean from the $400's.

'Impressive Investments and Resort Choices'
In the City Report, Argentine developer Enrique Soltanik, creating the Fantasy on the Ocean condominium/hotel at 157th Street and Collins, notes, "Sunny Isles is one of the most beautiful and newest cities in South Florida. "Not only that, but the condo/hotel concept is very interesting for people who live outside the country. When they're not here, they're getting a return on their investment."

Following the success of Ocean Point Beach Resort & Spa by the city's oceanfront park and the new Homewood Suites by Hilton on the west side of the city, managed by Miami-based Cardel Hospitality Group, another premier condo/hotels on the rise is
M and M II- being developed by Edgardo Defortuna.


The Sunny Isles Beach Resort Association has also been working hard to help promote the city's new reputation for being a premier resort destination.

"The Resort Association has launched a forward-thinking campaign with the theme 'Reserved For You,'" explained executive director Bill Lone. "This exciting marketing initiative will have international reach and serve to highlight the new resort imagery in Sunny Isles Beach…Motel row is gone and now there is an appealing range of lodging ranging from budget to ultra-luxurious."

Commenting on the remarkable accomplishments that have been made in Sunny Isles Beach in such a short time, Mayor David Samson is quoted in the City Report. "When I moved here from Chicago, Sunny Isles was going in one direction - down," Samson says. "I'm happy to tell you that today I'd put this city up against any!"

Tax revenues climbing as high as the gleaming "tall and skinny" towers allowing for beach access and view corridors pursuant with the city's comprehensive plan have led to exciting announcements regarding property values made by City Manager Christopher Russo. "The city went from $1.8 billion to about $2.2 billion [in assessed values] so we had a very healthy $400 million increase," he said in August of last year. More good news is that single-family home values in Sunny Isles Beach went up 100% - the biggest increase in Miami-Dade and Broward over the past ten years.

In keeping with the transformation taking place on the east side of Collins Avenue, the city is planning comprehensive capital improvements over the next eight years - estimated to cost $28,597,456. The plan primarily targets beautification; park development; a streetscape plan; future property acquisitions; and road resurfacing. Revenues from a $3.35 property tax rate will be utilized to fund the capital projects - yet the city will still have the fourth lowest property tax rate in Miami-Dade County.

With a new active park coming soon (between 181st and 182nd Drive) featuring a little league baseball field, recreation center, multi-purpose field and playground plus a state-of-the art Government Center now under construction along with a new Tony Roma's restaurant, "impressive progress" continues as the City Commission and members of city staff remain committed to making Sunny Isles Beach "the jewel of South Florida."

It's a certainty that CEO's reading the City Report featured in February's issue of South Florida CEO are impressed by the remarkable success story of progress and heightened quality of life. But this quote from Mayor Samson sums up the city's "sunny future":      I envision that for 100 years to come, people will fight to live in Sunny Isles Beach!"
